Job Title:Finance Officer
Description:Finance Officer - Middlesex, Middlesex PURPOSE OF JOB To manage and maintain a computerised financial system within HRC. To generate financial data to allow efficient budgetary control in order that Management can make effective policy decisions. To provide Personnel and administrative office support services to the Housing Resource Centre. PRINCIPAL ACCOUNTABILITES Finance To maintain an accurate computerised and manual financial system. This will include; Payments/ Expenditure Checking the invoices and receipts for accuracy and authenticity. Ensuring all invoices are properly authorised. Invoice details are correctly entered on to the computer system. Ensuring that cheques are properly produced recorded and despatched. Receipts/Income Raising all sales invoices and credit notes. Ensuring all sales and credit note details are accurately loaded on to the computer systems. Regular reconciliation of the sales ledger with the control accounts. Reviewing unpaid accounts and reasons for non-payment. To administer the petty cash system, including making payments, balancing the account and physical collection of cash from external buildings on a frequent basis. Administration of HRC's bank accounts including carrying out reconciliations within a predetermined time scale. To ensure that all the financial activities are carried out in accordance with corporate financial regulations and HRC procedures. To assist in developing and maintaining computer and manual systems. To provide routine and ad hoc reports to the Finance Manager. To alert the Finance Manager to any financial irregularities and act upon the recommended corrective action. Attend forums and liase with other bodies such as Hoteliers, RSL, CIPFA, and other bodies. Admin & Office support To maintain an asset register for the Housing Resource Centre. To ensure office equipment is functioning and is properly maintained in accordance with Health & Safety regulations. To purchase and distribute stationery, equipment and other goods including; To efficiently administer the purchase ordering system. The validation of goods received against purchase orders. The validation of invoices against purchase orders and delivery notes. To provide statutory housing documents to other departments such as the One Stop Shop. Liaison with support services and general administration concerning staffing and Accommodation matters. Personnel Managing and maintaining the personnel system within the Housing Resource Centre. Liasing with Corporate Human Resource and Payroll Department. Administration of Recruitment process. To provide advice on personnel matters to all staff, to include advice upon; Leave entitlement Sickness and incapability Disciplinary and Grievance procedure. Maternity and Paternity Leave. Administration of induction and leaving. To produce periodic Corporate returns to Core Human Resources. Customer Care and Relations Develops and maintains a positive relationship with customers, tenants and residents organisations, other housing service providers, council officers, contractors, elected members, other organisations and agencies to ensure high quality service standards are achieved. Promotes and actively contribute to the Council's policies on Equal Opportunities, Health and Safety and Customer Care to achieve the highest standards of behaviour. Service Development Contribute towards the development and achievement of the Housing Resources Centre annual Service Plan and continuous review of policies and procedures in order to ensure that the service is effective, efficient and equitable and of a high quality standard
