PURPOSE OF JOB:
To manage the effective delivery of the services covered by the post.
To work with managers across functions to ensure an integrated approach and to work in partnership.
To contribute to the development and implementation of the Group's information and finance strategy, its performance and in its contribution to the Council's objectives.
To work within a quality and equalities framework based on Council policy and performance targets, professional standards and best practice. Contribute to the development and delivery of the service in a manner that reflects the diversity of the Group's users and staff.
To provide effective advice, support, information and analysis to service managers for performance and financial management purposes.
To develop and maintain effective performance and financial reporting systems/processes, in relation to social services and corporate strategic issues.
To maintain and develop a system to allow monitoring of performance targets in respect of changing the balance of care.
To take a lead role in respect of the quality of data/information available by :-
Monitoring the quality of data entered into information and financial systems
ensuring compliance by all staff in respect of relevant processes and systems,
appropriate challenge to officers where the data is not of appropriate quality.
Development of joint arrangements for the collection of activity and finance information with Health and Education.
5. To support service centres, terms and core units in the development and implementation of finance and information management systems.
No direct line management responsibility. Will have access to support resources and will be expected to oversee and check work where it relates to the specific function of the post.
The postholder shall support and be accountable to the Support, Performance and Finance Senior Manager:
To play an active and positive role as a member of the support, performance and finance team.
Develop and maintain a work programme that ensures that appropriate processes and tasks are completed to agreed timescales and standards.
Work with the performance manager to identify clear personal objectives and standards by which to work.
To carry out duties as necessary to ensure the group maintains the investors in people standard.
Assist in the design and implementation of working systems, paper and other information flows.
Responsible for the delivery of accurate performance and finance data to senior managers, relevant agencies/OMG/DMT/ etc. within established deadlines and where appropriate providing commentary on performance, targets and associated plans for improvement.
Implement and promote the Council's Equal Opportunities Policy.
Ensure that the duties of the post are undertaken with due regard to the council's health and safety policy and to their personal responsibilities under the provisions of the Health and Safety at Work Act 1974 and all other relevant subordinate legislation.
Prepare, produce and present reports for Members and Senior Council officers and external bodies as and when required.
Participate in corporate groups, representing the Group.
To provide effective support and challenge to senior managers, to ensure that informed decisions based on a sound analysis of credible performance and financial information can be taken.
Work closely with senior managers and information and finance staff to ensure that the group's strategic objectives and priorities are informed by group, government and Council policy as well as group performance.
To work with budget holders or their delegated managers to carry out the necessary information analysis as required on a frequent and regular basis.
To take responsibility for data quality held on the group's systems, including compliance, monitoring, reconciliation etc.
To ensure that a robust framework of regular reporting is in place for performance and financial monitoring.
Make a significant contribution to the development and maintenance of an effective information and finance management process by which the group management team can assess, analyse, develop, monitor and review its financial and activity performance against its objectives and plan services.
Work with the performance manager in developing a budget and performance management culture in the group, contributing to training and development activities where necessary.
Participate in the group's performance management and finance planning process. Provide an analysis of outcomes and make recommendations for improvements and changes in policy and procedures.
Produce, analyse and comment to the budget holder on the activity and finance information to enable accurate projections.
Contribute to the development and implementation of the infrastructure and systems for monitoring Service Centre, team and core unit budgets and management information.
Contribute to managing the activity and financial monitoring programme of the service centre, team and core units.
Contribute to the production and validation of PAF and other statutory returns, within agreed timescales.
Contribute to the creation of the Group's performance, financial and other plans as required.
Work with 3rd and 4th tier managers to raise their awareness and understanding of information and finance management to help ensure the group's targets are met.
Participate in the development, implementation and evaluation of social services information and finance. This may include initiating and taking lead responsibility for appropriate tasks.
Maintain an up to date knowledge of legislative, social and economic policy in respect of social services work.
When required provide an initial interpretation of new government initiatives, legislative changes and guidance and their impact and/or implications for the work of the group. Where appropriate provide an initial response for consideration by the appropriate managers.
Analyse and interpret activity and finance information from a number of sources, identify trends and implications and recommend improvements. Present findings using a range of methods in order to assist managers in their understanding of the information and its context.
Participate in identifying what information is required to provide the groups with the most relevant finance and management information in order to monitor performance and compliance and inform the group's strategic management processes.
Attend meetings of the support, performance and finance team and participate in the team's planning and performance monitoring processes.
Provide support to the Children's team's budget management and financial monitoring processes.
Provide cover as necessary and appropriate in the absence of other activity and finance officers.
To undertake any other duties as may reasonably be required.
